Changzhou, China and Erie, Penn. (Nov. 25, 2008) – For the past 100 years, GE Transportation, a unit of General Electric Company (NYSE: GE), has perfected the art and science of building some of the most powerful and fuel-efficient locomotives worldwide. Today, the company completed the first China Mainline Locomotive (CML) “HXN50003” assembled in-country by its partner Qishuyan Locomotive Co., Ltd. (QSY). GE’s China Mainline Locomotive generates 6,250 GHP and can pull the equivalent of 205 Boeing 747 “Jumbo Jet” airliners.

The “HXN50003” is the first of 298 China Mainline Locomotives to be assembled in China. The first two China Mainline Locomotives, as part of a 300 locomotive order signed in October 2005 and valued at $450 million, were manufactured and assembled by GE Transportation in the United States. GE manufactures and ships the remaining 298 locomotives in kits from its U.S. plants to its partner Qishuyan Locomotive Co., Ltd. based in Changzhou for assembly. The locomotives are then delivered to Ministry of Railways P.R. China (MOR) to haul freight on China’s rail lines from Harbin to Qiqihar and Harbin to Mu DanJiang within the Harbin bureau in the North East of China.

GE’s China Mainline Locomotive is the most technologically advanced, fuel-efficient and low emissions diesel-electric, heavy-haul locomotive to date. “In 2005, GE reinvented what a locomotive could be by introducing the Evolution® Series locomotive,” said Tim Schweikert, President and CEO of GE Transportation China. “We invested $400 million and eight years to create the most technologically advanced locomotive to date. The China Mainline Locomotive adopts GE’s Evolution technology. It can cut key emissions by up to 50%, improve fuel efficiency by up to 10% and lower life cycle costs by up to 15% compared to locomotives currently in use in China.”

Added Schweikert: “This new locomotive is poised to significantly improve hauling capability and running speed on the China Mainline while at the same time reduce emissions to meet increasingly rigorous Chinese environmental requirements.”

The first CML assembled in China was delivered three months ahead of schedule due to the effective collaboration of GE Transportation and Qishuyan. GE established on site teams in Changzhou, Chengdu, and Zhuzhou consisting of 20 local Chinese manufacturing and quality engineers to provide technical support and aid in the assembly of the 298 kits. GE Transportation expects to have all assembled locomotives delivered to the MOR by June 2010.

“For the past three years, GE and Qishuyan have worked hand-in-hand on this significant project,” said Chen Du, Chief Engineer of Qishuyan. “The cooperation between the two parties has been very effective.”
GE and its Chinese partners celebrated the milestone of the first in-country China Mainline Locomotive on Nov. 25 at Qishuyan Locomotive Co., Ltd. in Changzhou. Zhang Shuguang, Deputy Chief Engineer at the MOR, Tim Schweikert, President of GE Transportation China, Zheng Changhong, President of China South Locomotive and Rolling Stock Corporation Limited (CSR), Wang Hongnian, President of QSY, as well as governmental leaders of the Jiangsu province, the city of Changzhou and Harbin bureau attended the celebration.

Schweikert hailed the delivery as a great milestone for GE’s global in-country-for-country strategy. “For nearly 30 years, GE Transportation has been working closely with the MOR and local Chinese entities by providing leading rail products and technology solutions,” said Schweikert. “Now, more than ever, GE Transportation serves as a local company in China. We are closer to our customers and are committed to China’s sustainable infrastructure development. China is our second home.”

“Both the MOR and GE are very satisfied with our cooperation,” said Zhang Shuguang, Deputy Chief Engineer at the MOR. “With the first China Mainline Locomotive assembled in China we start a new chapter in our cooperation.”
In response to the current economic volatility, the Chinese government announced a $586 billion stimulus package on Sept. 9, 2008, to boost domestic economic growth, including the acceleration of infrastructure growth such as railways, highways and airports. Approx. a fifth of the stimulus package is projected to be invested in the railway sector. Previously, the Chinese government has also expressed a need for 6,500 new locomotives and the modernization of its aging fleet of 5,000 in the years to come. GE exported 420 ND5 mainline freight diesel locomotives to China starting in the 1980s. GE signed a memorandum of understanding (MOU with the National Development and Reform Commission (NDRC) in China. Based on this Ecomagination MOU, those locomotives would be part of the fleet benefiting from technology upgrades in terms of higher fuel efficiency, lower emissions and lower lifecycle cost.

More than 16,500 GE locomotives are currently in use in more than 50 countries around the world. GE Transportation has evolved from a supplier to the North American rail industry to a global transportation leader. Through the end of 2008, international locomotive orders will contribute more than 40% of the company’s locomotive-related revenue.

GE Transportation expanded worldwide and established local partnerships and related manufacturing capabilities in Brazil, Kazakhstan and China to serve its customers in emerging markets. In addition, GE Transportation recently teamed up with BHEL of India to bid on a 1,000 locomotive tender issued by Indian Railways. Indian Railways recently short listed GE as a bidder.

The company has already applied Evolution Series technology to serve its global base of rail customers. Kazakhstan Temir Zholy (KTZ), Kazakhstan’s state-owned national railway company, ordered 310 Evolution-based locomotives in 2006. Rio Tinto Iron Ore received forty heavy haul Evolution Series locomotives to support its mining operations in Australia’s Pilbara region in 2008. In addition, GE Transportation introduced its new PowerHaul™ engine and locomotive for the UK and European markets in Oct. 2008.
